This section focuses on national policies targeting at promoting Open Access to research, and especially to research carried out with public funds. Despite the fact that increased access to publicly funded research is strongly recommended by the European Commission, yet few countries in Europe and the globe have explicit policies towards this direction.

This section is an indicative annotated list of relevant policies that render Open Access to research obligatory for researchers and other beneficiaries of public funding (Open Access Mandates), and it is not meant to be exhaustive. Policies that do not mandate Open Access have not been included, as have not been included policies of private research funders. Emphasis is placed in the processes within the EU that lead to specific policy-making acts, and encourage member-states towards shaping explicit policies.
