Seminar on policies for the development of OA in Southern Europe

Within the frame of the 2010 Spanish presidency of the EU the Spanish Organization for Research and Technology (FECYT (Fundación Española para la Ciencia y la Tecnología) is organizing a two-day seminar on developing Open Access policies in the countries of Southern Europe in Granada, Spain, on May 12-14. The National Documentation Centre (EKT) coordinates the Greek delegation.

The rapid development of Open Access infrastructures (repositories, journals, books) throughout the world, initiated and still largely motivated by researchers and research organizations, has had an effect in promoting the development of Open Access policies at institutional and national levels. EU member countries gradually work on establishing national policies on Open Access, especially after the 2007 European Commission Recommendation to develop clear and coordinated national policies on the access and dissemination of scientific information.

The countries participating in the seminar are Greece, Turkey, Italy, France, Portugal and Spain. Aim of the seminar is to promote the development of coordinated policies on Open Access in the countries of Southern Europe. Each of the countries will participate in the seminar with representatives of all stakeholders in Open Access to scientific information, that is research policy makers and research funders, researchers, research institution/academic managers, publishers, library and information science specialists, among others.

The National Documentation Centre undertook the coordination of the Greek delegation. The delegation also comprises representatives of the General Secretariat for Research and Technology, the Library and Information Center of the University of Patras, the Library of the University of Thessaly, and representatives of private academic publishers.


The national reports on the status of Open Access in 2009 in the countries of Southeast Europe, prepared for the South European Libraries Link (SELL) by the academic library consortia of the respective countries will form the basis of discussions in the seminar. The Greek report was prepared by the Library and Information Center of the University of Patras for the Hellenic Academic Libraries National Association.
